Kindly help me to define which code and standard that require to be refer for the damaged flanges repair?

I'm not aware of one but would like to know if one exists as well.

If 'plate flanges' [not forged, but cut from plate] fix to meet the requirements of API-650/653. If forged flanges ASME B16.5 allows some repairs; in general though, a damaged forging needs to be scrapped and replaced.

ASME PCC-1 or PCC-2 covers flange repair I thinks
