closed spelter socket-wire rope

We have a 1 1/4" closed spelter socket on a wire rope sling.
This sling is attached to a crane hook by the closed spelter socket. We are using oversized hooks and the spelter socket does not seat completely in the saddle of the hook. We cannot change the hook or socket at this time.
I understand it is allowable to mill the sides of the opening in the spelter socket to enlarge the opening. I've heard that 5% reduction is allowed on each side.
Can anyone verify this information and recommend a reference.

Wouldn’t it be better to make the hook fit, or use a shackle to adapt to the hook?

Thanks, due to the service and sling guides we cannot change the length of the sling at this time, or add a shackle. We will change the guide system later, but for now we can only work with the closed spelter socket.
