Using the LRFD Specifications, for fills less than 2', how do you apply the live load for Case 2 (Traffic Travelling Perpendicular to Span)? I understand you determine the primary strip widths for positive and negative moment, but how do you apply them to the top slab? I'm coming-up with large moments so I do not believe I'm distributing the live load correctly.

The way I read the provision, it's either, or: either traffic runs parallel to the span of the culvert or it doesn't To me, Load case 2 would apply to something like a buried pipe running parallel to traffic, hence the span being perpendicular.
