chill roll design

I am designing a double shell mono flow chill roll, nominal 24 inch OD approx 80 inches long that has a 1 inch water flow path between the inner and outer shells. Roll is in a closed circuit heat exchange loop with the cooling water nominal operating pressure of 30 psi and temperature of 220 degrees F. Max temp of system is 275 degrees F with pressure relief valves set at 125 psi. Question is does the roll have to be designed and constructed to ASME Section VIII Division I or can it be a pipe?

Well, it COULD be both :)

My feeling is that this would not be considered a pressure vessel. However, best to check with the regulatory body in juridiction of use, or the insurer.
