What seems to be the problem?

Back when I was probably 10 or 11, I had the misfortune of getting chewing gum in my hair. Applying peanut-butter was an effective remedy. If I had to surmise why, I'd guess the oil in the peanut butter acted as a solvent.
 
Thank you for that. But I was thinking how to dissolve it to get all drug release from gum...
 
I'm confused. The fact that gum takes about 10 minutes to lose its flavor suggests that any other substance will likewise be depleted from the gum, simply from the chewing itself, without the need for any solvent or release agent.

So what you are trying to do is dissolve the chewing gum from a mixture of gum, sugar, drug, etc., which is actually designed to have the sugar, drug, etc. dissolve in saliva while leaving the gum base behind?

Perhaps you could put the gum in hot/boiling water until everything but the gum base dissolves, filter/decant the resulting solution and then dehydrate (boil? let sit until it evaporates?).

 
Are you suggesting drug traffickers using gum as a transport medium and you wish to test for drugs, or are you trying to develop this method?
