Chemical Wastewater Treatment Helps Please

I have recently started working on wastewater treatment at work, by using Coagulants such as AlCl3 and Zeolites, in trial run which I tried in small scale it worked fine, however I applied in major scale 500Ltr, the wastewater is not treated, in theory the coagulants should break down the ink particles and adsorbed by zeolites but for some reason they are still floating and not settled down. I dont understand why this problem occurred? It worked fine in small pilot study. is it due to not ink water is not agitated fast enough? or have I missed out any steps? please reply back ASAP, if you can.
