Channel Cover Deflection in Heat Exchanger

I don't know this is the right forum to ask this question, if not kindly advice me the correct one.

We have designed the channel cover flange with thickness 88.0 mm and the recommended deflectipn per TEMA 9.21 is 1.06 mm and coming deflectin per given formulae is 1.22 mm, now flange is already forged.

TEMA has suggested the reduction of deflection by using strong back, is there any section in ASME to support this, or any suggestions.

If the thickness of the flat cover complies with the code of construction (ASME Section VIII Division 1 assumed), you may make modifications (addition of a strongback) per U-2(g). If your code of construction is other than ASME, let us know.
 
Try reducing "G" diam. or bolt circle, or reducing deep of groove for pass partition.

Thanks for your advice, the heat exchanger manufactured under ASME codes.
