How can you bend a flange in sheet metal starting at 90deg and running out to say 75 deg over the length of the bend. Is it possible.

I think what you are looking for can be found in the SolidWorks manual. Do a search for Sketched Bend.

If I am picturing what you are describing correctly, you may need to try a lofted bend.
 
This cannot be done using the Sheet Metal module, as it would involve stretching or twisting of at least one of the bent portions & SW Sheet Metal cannot handle non-linear deformed faces.

You can create a model of what you need (using faces, etc), but it will not be a sheet metal part which you could flatten.

It can be done using the lofted-bend (starting around SWx 2003:

1. Create a sketch with 2 lines at 90 deg. Fillet the corner to the bend radius (must be done for lofted bend to work).
2. Create a new plane for the other end of the part. On this plane, sketch 2 lines a 75 deg. and fillet the corner.
3. Make sure you are out of Sketch mode, then go to Insert, Sheet Metal, Lofted Bends...

Some caveats about the lofted bends:
1. It MUST be the first feature of the part.
2. Due to the twist of the material, some edges will no longer be straight making the addition of other sheet metal features difficult.
3. Even though it will flatten, the flat length may not be accurate since it does not seem to take the stretch of the material into account.
