Central Chillers/Boilers Plant vs. Rooftop Packaged Units

Project: typical low rise(3 storeies high)multi-buildings campus type project, total area is about 80,000 sq. ft.
Has anybody made a study about when should we use a central plant or the popular packaged units for this type of buildings. Any criterias or guidelines besides the client's requirement of easy to maintain and less initial cost?
 
"...easy to maintain, and less initial cost". They're in trouble right there. It's rare indeed to get both of those requirements to come together in any project, or individual component.
