I haven't ever used this 2D tool: Links Modifications.
When should it be used?

are you asking about MODIFY LINKS?

I use this when making a drawing based on a multi-body part. (for example: a weldment)

It let's me make a view of only one (could be more than one) body, and omits the other bodies.

It works similar to OVERLOAD PROPERTIES, which is used for assembly drawings.
