In 3DEExperience R2021x，
i can create a 3DShape，
but，any way to create a 3DPart?
thanks.

No, there is no way to create 3DPart without I think other workbench licence I can’t rember which one exact. So only is possible to create 3DShape, and 3DPart you have to create manualy .
