6.5" dia flywheel on 3hp horz. gasoline engine fails @ 3000 rpm...4000 rpm...5000 rpm

What would be the speed of a 3 oz. piece of the flywheel @ 10'?

 
Engine power, piece mass and projectile distance are irrelevant for a basic analysis. You can calculate the answer to this question by using angular velocity equations. Take a look here:
