Capacity of a welded joint

I have a very basic question. I would like to know the capacity of a welding. I want to calculate the capacity of welding a 7/8" diameter Hilti Super HAS threaded Rod (10inches long) perpendicular to a 1/2" thick steel plate. Using E70xx electrodes and regular steel

how can I get the sheer capacity of lets say 5/16 thick welding in this configuration?

You should first inquire if the material of the rod is weldable without loosing its properties. HAS (high strength) rods may be sensitive to the heat of welding.
