the question I was asked from the construction crew was - "CAP bank neutral PT (VT-C11). Does there need to be a resistor connected across its neutral?"
- I’ve not seen a resistor used at a cap bank neutral VT before, nor have I seen an arrester on the secondary of the VT circuit, I think they’re asking for this to provide some protection from a secondary line-ground fault to protect the PT.

That circuit may be used to detect a failed capacitor.
A resistor across the PT primary will desensitize the circuit.
In some instances that may be a good thing.
It depends.
If it works, don't fix it.
