Cantilevered Retaining Wall - Vertical Reinforcement

I have a question concerning vertical reinforcement in a cantilevered retaining wall (or a restrained retaining wall) for that matter. ACI 14.3.4 requires 2 layers of reinforcement when the wall thickness exceeds 10". Now assuming that the flexural reinforcement on the backfill face satisfies the minimum gross area requirements of 0.0012 or 0.0015 of ACI 14.3.2, how much steel are we required to place on the opposite face of the wall? I have seen other engineers just place 0.0006 or 0.00075, or half of the minimum requirements on the exposed face, but i have also seen others require 50% of the flexural steel on the exposed face due to the 1/3:2/3 requirement of 14.3.4. Can anyone clarify? CRSI only indicates #4@18" for walls less than 14' tall, and #5@18" for walls greater than 14' tall with no explanation.

Don't have ACI in front of me, but Retaining walls are designed per flexural provisions, not wall provisions.
