Cannot impose mates

I made a part in the context of an assembly. the part was
initially fixed, with the prefix (f) in front of it's name.
I made if float by right clicking and selecting float. i
can move the part with the move command.
Now i impose coincident mate to faces of this part, but it

I still use 2007 SW so I can't open your part.
But...

If you define the part "in context" so some sketches "join" to other parts geometry.
Verify this: 1) Move your part. 2) Hit the "Rebuild" button.

From now, I think is no more to say:
You can add mates if this mates do not "damage" your "in context" sketches.

Sorry, but I can't explain better due to my English.

Hint:
Is no need to use the "Move" command.
Press the left mouse button and drag the part where you wish.

More
Try this:
Press the mouse's wheel and move the mouse (do not release the wheel).
Press shift+left mouse button and move the mouse.
Try other combinations using SHIFT, ALT, CTRL and mouse's buttons (include the wheel by pressing it, by rotate it or both).
 
I can't download your assembly file. But i think the part may be constrained by some mates with other parts. So you can try to check all the mates in the assembly.
