Can the Owner-User allow an External Inspection be done by someone other than an API 653 Certified Inspector? I.e. an API 510 Certified Inspector, an NDE Technician etc.? There seems to be some conflicting statements in the Standard.
The definition of "External Inspection" in API 653 3.14: "A formal visual inspection, conducted or supervised by an authorized inspector, to assess all aspects of the tank as possible without suspending operations or requiring tank shutdown (see 6.3.2)."
Section 6.3.2.1 states that "All tanks shall be given a visual external inspection by an authorized inspector."
Is the intention of 6.3.2.1 to limit the "External Inspection" to API 653 Certified individuals?
