This is a mechanical practical question, and also (of course) a question of the valve and actuators normal postion, giving the 'normal' postion for the handwheel, more than anything else.
If the necessary valve postion forces actuator with handweel to point sideways there are always mechanical gears (or several gears in combination) that might be adapted and can turn the handwheel to 'correct' position for easy access.
If this is practical or worthwhile in your case is another question.
In project specification the correct orientation of actuators with manual operators for easy access is often forgotten to be specified or not described or mentioned as a requirement.
