Here at work we deal alot with welding wires together. Well my quality engineer is trying to develop a way to show that a certain weld set down will resist to a certain torque without breaking or showing fatigue. I am sure there are equations for this and handbooks, but have not found such yet. Please help.

You don't give any details about the design of the welded joint. Equations out of a handbook may not address your specific situation. It may be necessary to create a Design OfExperiments test routine to determine "the best design" through experimentation and data.
