C.W Outfall on powerstation Water Leak (engineering advice on options to seal)

Hi All,

On site at the PowerStation in working on (demolition) of the PowerStation. The CW outfall provides water from the sea in to the PowerStation for cooling process. We have manufactures some gates that have been lowered in to the outfall to stop the water coming in. We had to make these a few mill smaller just to make sure they fit as they were 35k! these are now in position but the water still rises and lowers with the tide both side, due to the gaps around. Im wondering if there is any type of expandable foam that would seal this? please have a look at the attachment. thanks
 
Thanks. This is what we already have in place but are slightly too small. I think we may have to get wedges.
