I have a n-butane bullet with an existing relief valve. I am trying to provide supporting calculations for the relief valve, but can't even get close to the size valve that is installed. Blocked in is applicable and results in a small valve. As far as fire sizing, the butane will vaporize if there is a leak and the bullets are in an isolated area where flammable liquid could not pool beneath them. The pipeline supply pressure is less than the MAWP. There is a natural gasoline tank nearby with an earthen berm around it. The natural tank and berm is at a higher elevation. I was thinking that you could have a natural gasoline fire and use radiant heat transfer to the butane tanks. Any other ideas out there? Thanks.

Big tanks always have a fire controlling case (unless there is some big honking pumps somewhere.
 
If its a shell vessel - then i think you should consult the DEP (30.06.10.12) for LPG storage.

Quote from section re. sizing for fire:

Sizing shall be in accordance with:
- NFPA 58 for vessels not exceeding 135 m3 capacity;
- DEP 80.45.10.11-Gen. for vessels above 135 m3 capacity.
