Building over a buried gas pipe (temporarily)

Hi there,
I have a problem that I need to build a building over a 1200mm deep transmission 150NB gas pipe of 600kPa. The pipe is to ASME B31.8. My plan is to cast only the raft foundation 450mm deep and then wait until the pipe can be rerouted before construction goes further. Local council does not want to allow this. Do I have any leg to stand on?

Absolutely not, and neither a prayer. You obviously haven't talked to the gas company yet either. If you think you didn't get anywhere with the council, wait till the gas co gets word of it.

Pay them to reroute the pipeline, then do your building, or find another place for it.

Obviously hasn't talked to his legal counsel or his insurance agent either.
