BROKEN VIEW-SW2003-I RMB, AND DONT GET THE BROKEN VIEW 1

I'm trying to creat a broken view in a drawing. I selected the view-insert broken view-It gives me the zigzag lines, I can drag them, then I click my right button, and dont get the choice of "BREAK VIEW" like it says in the help screen. Am I missing something? I tried opening the tutorial sheet on breaking views, and cant do it on that either.

Right click inside the blank area of the view. Then select break view.
