Can anyone give an explanation why when using the offet command to give a true branch length is the offset expansion set to zero?

branch offsets

An offset is used to correct the length of an element. The offset has no idea why you're making this adjustment, so there is no assumption as to expansion.
If you want to account for the expansion, then use a "dummy rigid element" instead of an offset.
