speaking in general, in a brand new construction with braces, are these placed with a min specified tension or otherwise ? If in tension please let me know the ref standard.

My experience is that the holes are slightly off and the angles are tensioned using the 'spud' wrench... just a little tension and not really tight... just a little snug.

Usually longer braces are installed with a minimum amount of "draw". This is the tension required to prevent the brace from sagging under its own weight.
 
I'd hate to have to install a brace made of a structural section with draw. Light loads are well suited to rod bracing with turnbuckles that take out the slack. Heavy loads on tension braces usually mean the kl/r<300.
