BPVC Sec VIII Div2 app-Y

I have been reading about Flange Leakage. So I came across this App-Y in Sec-8 Div-2 which talks about analysis through BEAM THEORY for similar pairs and through ROTATIONAL MECHANICS (in addition) for dissimilar pairs. As far as I could understand, for non-identical pairs, bolts, Moment of Inertia, Section Modulus, the hinge effect will be different, if I leave out the gasket part. But why ROTATIONAL MECHANICS, isn't clear?
