Does anyone know of an adhesive for bonding silicone rubber to polyurethane.

polyurethane adhesives would match your need. a typical recipe consists of PU, Acetone, MEK and additives

Lord Chemicals makes an adhesive called Chemlok. These formulations may have the adhesive properties you are looking for.
