This seems to be a paper from Wallops, AFWAL-TR-81-3154. Try contacting their library, or NASA's technical report server (NTRS).

L. J. Hart-Smith authored several articles for ASM HANDBOOK Volume 21 Composites, including, I believe, the section on Bolted and Bonded Joints (pp.271-289). I am not 100% certain because my copy is at home (where I frequently need it?). Perhaps you can find a copy of this volume in the reference section of a University engineering library, or you can try ordering only this article from the ASM Library:
