Bolted Joints (Surfaces Conditions Under Bolt Head)

I would like to know if there is any literature on the recommended surface finishes under the bolt head in a bolted joint. For example, can you bolt a flanged head 6mm bolt with a torque of 70% Proof to a 1° draft 250 rms surface in a high vibration application such an engine and feel confident of it ability to maintain it's preload for the life of the engine?
