Boiler Building Risk Category, in ASCE 7-10

What do you guys think for the classification of the boiler building. I give it a II at the worst case. It is a tricky one. Let me know what you think. Thank you.

The answer depends in part on what the boiler building is used for. If the boiler building served, say, a major hospital, the risk category would be high, probably Category IV. An identical boiler building serving, perhaps, a retail complex would be lower; likely Category II.
