blowing fuse

Murray 14.5hp lawntractor. When I hit the key, it gives a 1/4 second crank, then blows the fuse. Stator shorted??

If it actually moves a little before blowing the fuse (and even if it doesn't) then it could be a mechanical problem. If the rotor is jammed (dried grass) then the fuse will blow because the rotor needs to turn to limit the current.

See if the blades can be turned by hand when there is no power applied (unplug it completely first!)
