If you are in the US, try your state's DOT. NYSDOT periodically issues Engineering Bullitens on (among other things) price adjustments for asphalt and fuel.

Despite of this our contract specifies that the source of bitumen price indices should be from "HSFO 180CST MEAN/Average PLATTS Quotations and the currency of index in US$"Itry to search every where using this website but I could'nt manage to get any information regarding price indices for bitumen materials.
