A quick perusal of AISC Design Guide 1 doesn't yield any reference to column bases with moment in both directions. This is strange to me. Any cantilever column will have this. HSS Tube columns can have this.

I'm curious what hand-calc design procedures people are using for this situations. Also, if anyone knows of a published article which (Steel Journal, Textbook, MSC, or such) which shows the procedure that would be very helpful. Ideally, this would be an AISC / US reference. But, I'm open to reviewing foreign code references as well.
