Best welding inspection method for storage tanks

What is the best non destructive testing inspection method to verify soundness of welding at storage tank floors and at the junction of the first shell wall course and the floor?
 
You should perform a vacuum box test for leaks and magnetic particle (ferromagnetic materials) or liquid dye penetrant for cracks and other welding discontinuities.

API 650 and 653 give guidelines for what types of inspection are required.

These are the most practical and cost-effective, however; there are people out there who will try to sell you some high-tech super-duper thinga-ma-jig that you really don't need. It is best to just stick with the basics....

1.vacuum box test to the bottom plates and annular.
2.radiographic check at initial stages to annular plate butt joints.
3.chalk test for the fillet at the shell and the annular/bottom plate joints before doing the internal shell fillet.
4. finally a hydrtest is always performed so that u r sure of tye soundness.

Where can I get a commercially made vacuum box test rig and what is the approximate price for it? Also what is what you call the chalk test?
