Benzene Boot Water Into Open Hydrocarbon Sump

I'm new and fresh out of university. I was given a project that involves a Benzene Accumulator. The boot water is drained and sent to an open hydrocarbon sewer. This is a problem because it results in a loss of containment of high benzene content to the atmosphere.

I was wondering if anyone could guide me in the right direction and suggest best practices for improving the situation. Closing the sewer is not possible but it is possible to install a hydrocarbon detector and an alarm on the water line. Does anyone have any other suggestions that could help me?

It should be drained to a closed HC system.
