I am currently doing a college science building and the laboratories are on the second floor. The floor is of precast keystone joists and soffit beams, bearing on concrete columns. The schools design criteris dictates that a VC-A vibration criteria should be satisfied. Can someone please shed some light on this as to how I can quantitatively determine if my building is ok or not.

Ask them to clarify this in terms of micro-inches/second. If it is as I suspect requesting a "Class A" performance you can find this out in Table 6.1 of Dr Murry's AISC Design Guide #11.
