Basis for API 521Heat Absorption Formula (Q)

1) I am attempting to understand what is the basis for the Heat Absorption Equations (Q) in API 521. Q= 21,000FA e.82. Is this based on a worst case commodity with a high heat of combustion? is it based on Hexane?

2) I am attempting to size tank and vessel relief openings for a process in a nuclear materials facility, where quantities are much lower than a petroleum facility and the liquids generally have lower heat release rates. Would it be appropriate to use a correction factor for the API Q formula, by including a ratio of the heat of combustion for my commodities to the heat of combustine for Hexane (assuming that is the liquid the API 521 calculation is based upon)?
