Do you really mean fixed or just restrained?

i mean fixed to the wall spanning in the other direction.

If the moments are from transverse soil loads, I do not seed the need for moment redistribution.

If this wall system is for a residence, moment redistribution for lateral forces (wind or seismic, or soil) is rarely, if ever done.

If this is for a commercial structure, then maybe.
