A standard detail for new basement walkout requires underpinning the existing foundation. Can you avoid underpinning the existing foundation around the proposed opening by adding styrofoam insulation (3" thick) parallel to the existing foundation to avoid frost penetration?
 
Also horizontal installation of the insulation is recommended along with vertical insulation to make a frost path longer than maximum frost depth, (maybe be lessened if heated space inside the insulation).
 
Use the pink stuff, since you need closed cell material. It works. Building inspectors don't always understand the principle.
