I have a HSS column that experiences tension and bending. I am having a hard time applying the AISC Column base plate design procedure, as it does not describe how to analyze an eccentrically loaded column. Any suggestions/ guidance would be greatly appreciated.

Thanks

Convert this to a P + M situation and take a look at Blodgett's "Design of Welded Structures", pages 3.3-8 & 9. You should be able to get the tension in the bolts, plus the bearing plate stress diagram from which you can size the thickness.

Look in the AISC base plate design guide. That does give a procedure for eccentrically loaded columns.
