Regarding anchor rods design, I have the following question:

In case of using anchor reinforcement, the concrete breakout check is permitted to be ignored assuming that the anchor reinforcement will transfer the full load instead of anchor rods
my question is: Is it valid the transfer part of the load through the anchor rods & another part through the anchor reinforcement to get more economic connection.

My guess is that would not meet the intent of the Code. As soon as the force is transferred into the top of the concrete pier, the reinforcing bars should be able to resist the tension. That is why they are u-shaped bars, fully developed to the top of the pier.

Code says anchor reinforcement can be used 'instead of' the breakout strength seemingly intending one or the other.
 
For the reinforcement to engage, the concrete first has to crack. Therefore, they don't really share load.

In reality, I'm sure there is likely some interaction. I just don't think we can consider it (by code).
