API 650 as a Digistertank
Is it a allowed to use a vertical storage tank built under API650 or BS2654 as a biogas digister with max presure of .35 PSi at 60 degrees F

Yes. API 650 tanks are suitable for up to 2.5 psig. They are for liquid storage and are welded steel above ground tanks with or without a fixed roof and fully supported bottoms. I have worked on biologically active tanks with floating roofs.
