AWS D1.5 WPS qualification

Hello all,
This is my first time posting so please forgive any rookie mistakes. I am a CWI performing QC on a heavy transportation project in Los Angeles, CA and am doing some procedure qualifications to D1.5 for the first time. First a little background: We want to qualify FCAW with filler metal on table 4.1 for A588, A36, A572 gr.50 and A992 certed for A709. We need to qualify CJP, PJP and fillet welds under 5.12.1 for field work in all positions.
This is what I think I need (correct me if I am wrong)
1. (3) fig 5.1 plates 1G, 3G and 4G (1G for both 1G and 2G)
2. (8) fillet weld soundness plates per fig. 5.7 (1 for each position)
3. Mill certs for the plate and backing per A709 (572gr.50 dual cert)
4 WPS, PQR and PQR worksheets for each activity.
Let's get started there and I will follow up with additional questions so that I don't overwhelm the conversation.

Don't forget RT of the full-penn coupons. Have a calibrated voltmeter & an amp meter to record 'actuals' on all coupons. 300 amps DC is not an easy meter to find. And remember that 'preheat' of the coupons will be the actual temp of the basemetal.

You will require plates for all positions - 1G, 2G, 3G & 4G if those positions are the positions to be used in production (see 5.8.1)
Groove weld PQRs can be used to support fillet weld WPSs (see 5.10.1)

I have based my statements on the 2008 edition.
There may be changes in a later edition,
