AWS D1.1 Weld Access Holes

In figure 5.2 for rolled sections the weld access hole for the top flange is shown as coming off the flange at an angle all the the way out from the point of the groove. If this is done the backing will not fit flush with the bottom of the flange.

Is it acceptable to have the access hole be parallel to the flange for the width of the backing then angle up to meet the radius?

Yes, it is acceptable to grind/remove metal to allow for backing.

AWS D1.1 2010 Clause 5.17.1 ……the access hole shall be detailed to provide room for weld backing as needed and provide adequate access for welding.

5.2 gives you a dotted visual of backing on the "Rolled Shape Or Groove Welded Shape" figure.
 
Ive used 3/4" of 'flat' on the bevel side and 1" on the backup side on 'rat holes'. This has never been an issue with engineers and provides plenty of space for weld access and backup bar placement or back gouge. This is used over a variety of sizes and material thicknesses on several hundred jobs. Everyone weve worked with found it acceptable.
