It's not a code change.
Either a manufacturer error WRT the range, or the manufacturer decided to make the minimum WPS thickness range more stringent than required by D1.1, which is allowable. The primary drawback to this is that they are bound by the more rigorous, self imposed conditions, if this is the case...
