Hi experts,
Based on AWS D1.1 Table 4.5 #34 stated that " The omission, but not inclusion, of backing or backgouging"

Therefore, if approved WPS qualified with backing or backgouging it doesn't qualified without backing or backgouging as omissions of backing or backgouging is an essential variable.

However, if approved WPS qualified without backing or backgouging it also qualified with backing or backgouging as it stated "but not inclusion of backing or back gouging = not essential variable"

Now my problem is my client didn't believe my understanding or interpretation. Any official statement from AWS to backup this interpretation?
 
Did you visit the AWS website that lists the official interpretations?

There are no official interps on it, but if you email AWS, it will be routed to the secretary of TG2 (qualification task group) who can obtain a much quicker informal interpretation. At least you'll have a response from "AWS" that way. You're interpretation is 100% correct, though. D1.1 only cares about omitting (not using) backing, not adding it.
