AWS Allowable Shear Stress Factor of Safety

The allowable shear stress for fillet welds on non-tubular steel structures in AWS D1:1 Table 2.2 is .30 x filler tensile strength. Since this is an allowable value for buildings I presume there is a factor of safety inherent in this formula. Does anyone know what factor of safety is applied for determining the allowable in this case?

The factor of safety of weld metal would be 2.0, based on an ultimate shear strength of 0.6 x ultimate tensile strength of weld metal. The factor of safety of the joint may depend on the strength of base metal, depending on how the joint and welds are configured.
