AWS A5.11 ENiCu-7 (Welding Positions)

Refer to Annex of AWS A5.11 (1997) ENiCu-7, electrodes through 3.2 mm size can be used in all positions. However, some manufacturers specified all positions except vertical down. Is this still conformed to AWS A5.11? Please advise me about the exeption in AWS.
 
At first glance, I think that the electrodes still conform to the specification in that vertical is a position, while up and down are progressions in the vertical position. It is not uncommon to find electrodes designed for use in vertical up progression only.
 
It is not only the electrode manufacturer that calls out vertical up on welding. Our welding procedures all called out vertical up welding. I've never met an electrode mades for vertical welding that would't weld vertical up, though I've met quite a few that wouldn't make an acceptable weld in vertical down welding.
