I need to design AVGAS storage tank.
it is totally new for me. can anyone please suggest, how to start design

I suggest you use two sealable orifices in the surface of a closed volume.

There is an older text called aviation fuels by smith, which covers storage. Undoubtedly there is a heap of standards as well.

Suggest starting with American Petroleum Institute [API] website.

Aviation Fuels pipeline, transfer, storage, dispersal, in-aircraft fueling, cleanliness, chemical monitoring, electrical/environmental safety, etc-etc-etc is a large topic.
