avalanche baffle design in a tumbler

My co. charges their tumblers with 40mm size styrofoam balls, coats them (spray)with an epoxy and then some sort of fiber...all designed to increase the density to a specified point. What would be considered a "best" design for the subject baffles to assure a thorough coating of epoxy and fibers?

Some of our tumblers provide good results, some do not. I feel certain that there are those on this board who can offer some suggestions to improve our lot in this mfg operation.
